Taming Contractor Chaos During an Investment Fueled Build Out

✕ Fragmented handoffs. Engineering, construction, and ops teams each kept separate spreadsheets. No single source of truth for
design status or field progress.
✕ Duplicate data entry. The same address and splice information re-entered across GIS, construction management, and invoicing, four to five times per job.
✕ Contractor visibility gaps. PMs couldn't see real-time field status without a phone call, causing schedule slippage and costly re- mobilizations.
✕ "Hero" dependency. One senior PM singularly held critical design knowledge. Vacation and turnover created significant project stalls.

1. Standardize. Audited every workflow touchpoint and defined a single design-to-construction handoff protocol all contractors had to follow.
2. Connect. Deployed VETRO as the operational network model and utilized VETRO’s field tools, to connect GIS, splice records, and address validation in one platform, API-synced to construction management and billing.

⚡THE CHALLENGE
✕ Legacy data debt. Network records lived in unmaintained GIS layers, exported spreadsheets, and out-or-date kmz files accumulated across a decade of piecemeal builds.
✕ Member ISP misalignment. Each ISP maintained its own records in its own format. Reconciling data for quoting new services and grant reporting took weeks of manual cross-referencing.
✕ No shared operational model. The SBN couldn't answer basic questions: "what's lit, what's dark, what's available?" without calling
multiple ISPs.
✕ Grant reporting risk. Inaccurate or inconsistent data threatened eligibility and delayed reimbursement cycles.
✕ Collaboration by email. Coordination with member ISPs defaulted to email threads and phone calls: slow, error-prone, and impossible to audit.

1. Audit the debt. Worked with Mytra to inventory all existing data sources, identify gaps, and prioritize records most critical for operations and compliance.
2. Establish a single operational model. Migrated to VETRO as the authoritative network record system one version of truth for fiber routes, equipment, and service points.
3. Connect member ISPs via open API. Rather than requiring ISPs to change their own systems, the authority synced shared infrastructure data via VETRO's open API—preserving each ISP's existing tools.
4. Automate grant-ready reporting. Structured the network model output compliant reports on demand—no more manual assemble ahead of deadlines.
